Public Facilities Finance Plan, City of Rohnert Park, CA

The Rohnert Park Public Facilities Finance Plan is a comprehensive planning document for the entire City which outlines the strategies for funding both the infrastructure improvements and public services necessary to support planned development. The Public Facilities Finance Plan is a companion to the City’s General Plan, which anticipates twenty-five percent growth within the City over the next 15 years. The City’s planned growth is contained mainly within 5 “Specific Plan Areas” and with the Public Facilities Finance Plan, the City has an AB 1600 compliance mechanism to ensure that each development interest supports its fair share of the infrastructure costs. The Public Facilities Finance Plan provides the framework for responsible money management and creative financial solutions with a great amount of flexibility by estimating needs on a 20-year planning horizon and taking into account a variety of funding mechanisms including development impact fees, land-secured bond financing and tax-increment bond financing, which allow the City to balance both its infrastructure needs and the requirements of its Growth Management Ordinance.

Winzler & Kelly’s key staff has worked on the plan since its initial adoption in 2004. We have assisted the City with:

  • Development of the initial facility cost-estimates and nexus findings
  • Development of the Public Facilities Finance ordinance, which established the framework for implementing the plan within the municipal code
  • Development of the City’s Statement of Goals and Policies for Concerning the Use of the Mello-Roos Community Facilities Act of 1982
  • Regular updates of the plan to take into account changes in land uses and updates to facility costs
  • Establishment of land-secured financing districts that support the construction of Finance Plan facilities
  • Updates to the water and sewer capacity fees to provide consistency with the Public Facilities Finance Plan
  • Regular tracking of cash-flow estimates to facilitate the City’s construction phasing schedules
  • Regular facilitation of “working group” meetings with the representatives of the major Specific Plan Areas
  • Assistance with negotiation of Development Agreements to assure coordination and consistency with the Public Facilities Finance Plan
  • Assistance with the development of Environmental Impact Reports for the various Specific Plans Areas to assure coordination and consistency with the Public Facilities Finance Plan
